Part I - 6 MOTORCYCLE RIDE R TRAINING PROGRAM The Vermont Rider Education Program was established in direct response to a bill passed by the Gene ral Assembly in 1990, calling for a motorcycle rider-training program. The Vermont Rider Education Progr am (VREP) is a comprehensive rider-training program.
